Chandra Sekhar Rao (1939-2003) was born in the village of Polasara, Ganjam, Odisha in 1939. He went to Government School of Art and Crafts, Khallikote and did his specialisation in Painting and received Odisha State Lalit kala Akademi Award. He became the Superintendent in Odisha Handicraft Training Centre, Bhubaneswar. In his life he has done many art works juxtaposing an unique technique and style with Indian miniature painting and died in 2003.
